The general public isn't interested in playing a game that has these problems (lag,heat,poor controls) sadly. There's also no reason why Publishers and game developers would want to release such a large game on a market that's dominated by simple candy crush clones. Playing the game with just touch controls would be not as intuitive. Even if it could the battery would be a pain in the ass and would dry out soon, the phone would be hot just from playing it. As far as what's stopping it from being released is even if it could, there is no phone yet that is powerful enough to actually run the game. Though I guess you could always use a wireless controller on mobile. I just don't see why anyone would play it on a phone and not with a controller or mouse and keyboard. GTA 5 I think would be easier to accomplish on mobile since it's more optimized on all consoles and PC. Though that one is a mess of a game code wise. Well there was also no GTA 4 on mobile this year and I don't think it's gonna come out this decade so there's that.
